mniraq - The representative of the Ministry of Oil's contract employees, Engineer Firas Fadhil al-Jaraysi, called on Saturday (September 12, 2026), for the Council of Ministers to promptly resolve the contract confirmation file, noting that financial allocations and the actual need for their services are fully available.
Al-Jaraysi said the file of confirming the contracts of the Ministry of Oil can no longer tolerate further delay, especially after nearly five years since contracting, explaining that the ministry's letter addressed to the General Secretariat of the Council of Ministers confirms the availability of financial allocation and need, and requested including the file in an emergency cabinet session to approve confirmation and direct the Ministry of Finance to create job grades.
He explained that the Ministry of Oil based its correspondence on Article (45) of the Financial Management Law, which stipulates that the budget of self-funded administrations is not part of the federal government's budget, stressing that confirming the ministry's contracts should not be contingent on the approval of the general budget.
He noted that around 10,000 contractors and their families are still awaiting the resolution of this file, calling on the Council of Ministers to take a decision that ends the suffering of thousands of families, after the Ministry of Oil completed its procedures and confirmed that all requirements are in place.
