mniraq - The Federal Integrity Commission announced on Sunday (September 13, 2026) that it managed to halt the sale procedures of two properties in Anbar province at below-market prices, noting that its procedures contributed to preventing the waste of more than four and a half billion dinars of public funds.
The commission said in a statement that a field team formed at the Anbar Investigation Office, during its visit to the State Real Estate Department in the province, uncovered violations in the valuation of two properties with a combined area of 186 dunams, which were to be sold through public auction, pointing to the failure to determine the true value of the properties and the prevailing average prices; an act that would have caused the waste of an amount estimated at 4,650,000,000 (four billion six hundred and fifty million dinars) of public funds, before the commission's procedures resulted in stopping the auction.
It added that the team, which visited the Real Estate Registration and Urban Planning Directorates and the General Tax Authority in the province, recorded violations in the valuation of the two properties and in real estate registration and tax regulations, in addition to the inaccuracy in determining their locations, which led to undervaluing them, noting that the investigative judge specialized in integrity cases in Ramadi decided to stop the auction procedures and not proceed with them, and to inform the State Real Estate Department in Anbar of the decision.
The commission indicated that the External Audit Division's report showed that the valuation of the two properties was conducted contrary to the provisions of the State Property Sale and Leasing Law No. (21 of 2013), noting that the property valuation committee that signed the valuation record includes representatives of the State Real Estate Department and the Real Estate Registration and Treasury Directorates, while the investigative judge decided to record the statements of the legal representatives of the State Real Estate Department, the Real Estate Registration Directorate, Ramadi Municipality, and the General Tax Authority in Anbar.
