Financial and Political Challenges Hinder the Enactment of Conscription Law in Iraq

The issue of mandatory military service has returned to the forefront of discussions in Iraq, amid multi-dimensional challenges preventing its enactment. Security experts clarified that there are five main obstacles standing in the way of passing the law, most notably the lack of sufficient financial cover to fund the establishment of training camps and host new recruits, as well as political disagreements over certain clauses of the draft. Despite the recognition by many parties of the law's importance in strengthening national identity, developing youth skills, and providing security institutions with fresh personnel, the absence of an integrated administrative and organizational infrastructure across governorates has led to its postponement through successive parliamentary cycles. Forecasts indicate the difficulty of passing the law in the near term, with the possibility of it being reintroduced in the future if political consensus and necessary financial resources become available, acting as an alternative or complement to the current volunteer and contract system in military institutions.
