Economic expert Ahmed Al-Tamimi attributed the decline in government entities' ability to match the completion speed of foreign companies to deep-rooted structural obstacles, most notably complex administrative routines and a lack of strategic planning. Al-Tamimi explained that the local work environment suffers from fragmented decision-making and delayed disbursement of allocations, in addition to the impact of corruption and political fluctuations on strategic projects. He stressed the need to bring about a real administrative revolution and update laws to advance the country's urban and service reality, away from the quota system.
