He said recent steps taken by the government in coordination with the electoral commission and the Ministry of Interior aim to adopt the national ID card instead of the voter card, with the goal of making the electoral process more flexible and reducing technical complications. He noted that implementation depends on several practical procedures, including a Ministry of Interior report determining the actual number of national ID holders, as well as addressing the situation of Iraqis living abroad, particularly those who do not possess the unified card. The Independent High Electoral Commission had previously stated that replacing the voter card with the unified national ID card would require Parliament to approve a new amendment to the electoral law.
